Why do people think MT 1 requires UV for a tan and not MT 2?

Why do people think MT 1 requires UV for a tan and not MT 2? Does MT 2 not just bind to more MCR receptors that dont have anything to do with tanning, and thats the only difference? Does the MC1R receptor not raise melanin? And MT 1 is more specific to MC1R so really MT 1 should be better for tanning without UV?
