Impossible to give a qualified answer tbh.
Like the 31IU vials, where in the production line were they, first, mid or last? Same goes for the 40IU. Look for the usual tell tail sign when going above 4IU such as CTS or water retention

just because it's cloudy don't mean it's bunk, it could be pH level which is my guess since it dissolved, try another bac and if not just filter it
